NettetNope, all Nords. Windhelm is a bad example because it is by FAR the worst city in Skyrim in terms of racism, due to it being the seat of power for the Stormcloaks. The rest of the Nords throughout Skyrim, while kinda racist, aren't nearly as bad as the ones in Windhelm, who go around harassing Dunmer in the streets.
