When the game is unpaused, shadows use to flicker, it's only a problem for shadows that are further from camera, shadows in the centre of the screen (that are closer to the camera) don't have that problem. Testing with the -noWorkshop and -disableMods (make sure you get the caps right) launch options and starting a new city is the best way to check that. If that's fine, remove both and test on a new city to see it doesn't just happen in your save.

WebThe fussy shadows themselves are Ambient Occlusion, which I recommend turning down a lot. AO should be very subtle and almost not noticeable to look realistic. I experienced slight flickering in some buildings for a while but it has recently moved to flickering in buildings and various props such as props of air ducts on buildings as well as the newspaper box prop that are generated when laying down road.
